Government-directed arbitration sought after CUPE negotiators reject offer that included a 38 per cent compensation increase over four years and Air Canada’s arbitration offer
MONTRรAL, Aug. 13, 2025 /CNW/ – Air Canada today said that it has issued the statutory 72-hour lockout notice to the Canadian Union of Public Employees (CUPE) representing 10,000 flight attendants at Air Canada and Air Canada Rouge after the union provided notice it intends to begin a strike. To provide customers certainty, Air Canada will begin a phased wind down of most of its operations to be completed over the next three days. The airline has also sought government-directed arbitration to resolve the situation.
Air Canada (CNW Group/Air Canada)
Despite eight months of good faith negotiations that included the assistance of federal conciliators, and an offer to enter binding arbitration, Air Canada has been unable to reach a tentative agreement with the union. Air Canada tabled a revised comprehensive proposal to the union on August 11, which sought no concessions in return from its Flight Attendants and provided for a 38 per cent total compensation increase over four years. The offer also addressed the issue of ground pay, improved pensions and benefits, increased crew rest and contained other improvements. In an additional attempt to prevent travel disruption, Air Canada had also offered to CUPE to enter third-party, binding arbitration to settle the outstanding points of discussion. CUPE has responded by issuing a notice to begin a strike as early as August 16.
“We regret the impact a disruption will have on our customers, our stakeholders and the communities we serve. However, the disappointing conduct of CUPE’s negotiators and the union’s stated intention to launch a strike puts us in a position where our only responsible course of action is to provide certainty by implementing an orderly suspension of Air Canada’s and Air Canada Rouge’s operations through a lockout. As we have seen elsewhere in our industry with other labour disruptions, unplanned or uncontrolled shutdowns, such as we are now at risk of through a strike, can create chaos for travellers that is far, far worse,” said Michael Rousseau, President and Chief Executive of Air Canada.
“Our latest offer included a 38 per cent increase in total compensation over four years that would have made our flight attendants the best compensated in Canada, along with provisions for ground pay and other work-life balance, career and pension improvements. At the same time, we asked for no concessions from the union. Given this, while we remain available for discussions with CUPE, we have requested government-directed arbitration as we now view it as the only certain avenue to bring closure to bargaining and mitigate the impact on travellers, business and the Canadian economy.”
Air Canada Express flights operated by Jazz and PAL Airlines will continue to operate as normal. However, these regional partners only carry about 20 per cent of Air Canada’s daily customers. Air Canada and Air Canada Rouge carry approximately 130,000 customers a day who could be affected by a disruption, this includes the 25,000 Canadians that the airline flies home from abroad each day, who could be stranded.
Arbitration
AirโฏCanada proposed to the union on August 11 that the parties retain a third-party, independent arbitrator to assist in addressing outstanding issues to develop a new tentative agreement through binding arbitration, but CUPE rejected this offer. The company has now requested immediate intervention by the Canadian government to use its powers to direct binding interest arbitration under section 107 of the Canada Labour Code before a work stoppage becomes effective. The airline believes recent government interventions in rail, port and airline labour disruptions in Canada provide a proven precedent.
The Code is designed to encourage industrial peace in cases where parties reach an impasse after meaningful collective bargaining has occurred. In this case, despite the fact that there has been prolonged bargaining with an offer of unprecedented increases to total compensation, there is no prospect for a resolution in the foreseeable future. Moreover, hardships and other repercussions will progressively be felt by Canadians and other stakeholders, as well as by the Canadian economy.
Air Canada has worked hard and in good faith to reach a new collective agreement with CUPE over the last eight months and remains available for further negotiations or to explore options to finalize a new collective agreement. This includes Air Canada’s earlier offer to enter third-party, binding arbitration with the union.
Impact to Operations
Air Canada has been forced into this decision to lock out its Flight Attendants and regrets the impact the suspension of operations will have on customers as a result of the union’s issuance of a strike notice during such a heavy travel period.
However, as events at other airlines in recent years have shown, sudden or unmanaged work stoppages produce a significantly worse disruption to travel than a planned suspension of flying. A controlled wind down allows Air Canada to advise customers in advance, reduces the chance of customers being stranded, provides the airline and customers the time and opportunity to make alternative travel arrangements, and gives customers more certainty.
An unplanned shutdown is also a major risk for the company and its other employees. Air Canada operates globally to approximately 65 countries on six continents with a fleet of 259 aircraft. By optimally positioning aircraft and crews ahead of a possible stoppage, Air Canada will be able to provide required routine maintenance and more quickly restore regular service.
The first flights will be cancelled August 14, with more on August 15, with a complete cessation of flying by Air Canada and Air Canada Rouge on August 16.
Information for customers
Customers whose flights are cancelled will be notified and they will be eligible for a full refund, which can be obtained online at www.aircanada.com or through the Air Canada mobile app. The company has made arrangements with other Canadian and foreign carriers to provide customers alternative travel options to the extent possible. Customers will be notified of alternative travel options that are identified for them. However, given other carriers are already very full due to the summer travel peak, securing such capacity will take time and, in many cases, will not be immediately possible.
Air Canada has undertaken other measures to mitigate the impact on customers. This includes implementing a flexible rebooking policy for all customers, so they can change or defer travel at no additional cost. Air Canada will in all cases inform passengers of their rights under applicable rules if their flight is cancelled or delayed and meet its regulatory obligations.
Air Canada strongly recommends against customers going to the airport unless they have a confirmed booking and their flights are showing as operating (check your flight’s status on www.aircanada.com or on our mobile app before going to the airport). Customers are also advised to use self-service tools as contact centre wait times are expected to be highly elevated.

TORONTO, Aug. 11, 2025 /CNW/ – Today, the Ontario Court of Appeal upheld the lower court ruling that Ukraine International Airlines is legally responsible to pay full compensation to the families who lost loved ones in the downing of UIA Flight 752 in Iran in January 2020. The law firms of CFM Lawyers LLP, based in Vancouver, and Howie Sacks & Henry, based in Toronto, jointly represent the families of 21 passengers killed in the downing of Flight 752.
A Ukraine International Airlines aircraft parked on the tarmac, aligned with a bright yellow runway line, beneath a clear blue sky, accompanied by news of the UIA appeal decision (CNW Group/Howie, Sacks & Henry LLP)
Flight PS 752, carrying Canadian citizens and permanent residents, was shot down over Tehran by the Iranian Revolutionary Guard in the early morning hours of January 8, 2020, at a time when military tensions with the United States were rapidly escalating. The Ontario Court found UIA was negligent for failing to conduct a proper assessment of the risks of operating the flight out of Tehran.
The appeal court upheld the ruling of Justice Jasmine Akbarali of the Ontario Superior Court of Justice which was issued following an 18-day trial in Toronto that ended in January 2024.
“This is an important result for our clients who lost loved ones in the downing of Flight 752”, says Joe Fiorante. “The ruling of the Court of Appeal brings a small measure of justice for the families.”
The judgment means that under the Montreal Convention, the international law which governs the international carriage of passengers, UIA will not be able to limit the compensation payable to the families to $180,000 USD per passenger, but instead will be now obligated to pay full compensatory damages arising from the fatalities.
Paul Miller and Jamie Thornback believe that “**This is a landmark decision in the world of aviation. At a time of heightened conflicts around the world, the judgment sends a clear message to international airlines that open airspace cannot be assumed to be safe airspace. Airlines must exercise extreme caution and diligence when operating in or near a conflict zone.”

Unprecedented Cultural Collaboration Will Transform New Terminal’s Arrivals Corridor into a Museum Row, Creating a Uniquely New York Sense of Place for Travelers

QUEENS, N.Y., Aug. 11, 2025 /PRNewswire/ — The Port Authority of New York and New Jersey and JFK Millennium Partners (JMP), the company selected to build and operate the highly anticipated $4.2 billion Terminal 6 (T6) at John F. Kennedy International Airport (JFK), today announced a landmark collaboration with four premier New York City cultural institutions โ the American Museum of Natural History, Lincoln Center for the Performing Arts, the Metropolitan Museum of Art, and the Museum of Modern Art โ that will transform the new terminal’s international arrivals corridor into a distinctly New York arts district within the airport. The permanent arts and culture showcase will welcome millions of travelers each year with a curated experience reflecting the creative spirit of New York City through its world-renowned cultural institutions.
Rendering of the JFK Terminal 6 Arrivals Corridor
The initiative supports the Port Authority’s vision to create a world-class passenger experience at JFK, as it has done at the award-winning, internationally recognized terminals at the new LaGuardia Airport and the new Terminal A at Newark Liberty International Airport, through inspirational public art and local concessions to create a unique sense of place, operational excellence, 21st century technology and world-class functionality.
The overall JFK T6 art program, of which the cultural collaboration is just one component, ranges from sculptural installations to immersive visual art. The terminal’s dedicated art collection aims to capture the diversity, energy, and identity of New York City while creating moments of connection and inspiration for travelers. The effort is led by architect Stanis Smith in collaboration with JMP and will also include 19 major site-specific permanent installations curated by Public Art Fund and rotating local artworks curated by Jamaica Center for Arts and Learning. The artworks will be unveiled in 2026, when the first phase of T6 is expected to open.
The new Terminal 6 is a key component of the Port Authority’s $19 billion transformation of JFK into a world-class gateway, with two new terminals, two expanded and modernized terminals, a new ground transportation center, and an entirely new and simplified roadway network.
“Thanks to the collaboration with four of New York’s premier cultural institutions, Terminal 6 will offer arriving visitors from around the world a unique New York experience before they leave the terminal,” said Port Authority Executive Director Rick Cotton. “Along with an extraordinary public art program, state-of-the-art architecture, cutting edge technology and iconic, locally inspired dining and shopping, we are creating a world-class passenger experience at Terminal 6 that will be among the best in the world.”
“For a region that is renowned for its museums and performing arts centers, it is more than fitting that visitors arriving at Terminal 6 will be greeted by vibrant displays from four of our most popular cultural institutions,” said Port Authority Chairman Kevin O’Toole. “Just as we’ve done at Newark Liberty International Airport’s Terminal A and at LaGuardia Airport, stunning public art and inspiring cultural icons will elevate our new terminals at JFK International into destinations in themselves.”
“We’re honored to collaborate with such prestigious institutions โ icons in the global arts community and deeply rooted in the spirit of New York City,” said Steve Thody, CEO, JFK Millennium Partners. “Each installation will reflect and celebrate the vibrant cultural heartbeat of New York as we welcome the world to JFK and beyond.”
Lincoln Center’s contribution is a 140-foot mural โ a vibrant visual symphony that captures the energy, artistry, and dynamism of the performing arts on the iconic campus. The mural will weave together scenes from across Lincoln Center’s campus, showcasing artists from music, theater, dance, and opera. Set against the backdrop of Lincoln Center’s architecture, inside its legendary venues, and on the streets of New York, the piece offers international travelers a striking first impression: a celebration of the city as a global stage where culture, creativity, and community converge. Details on the unprecedented collaboration across the Lincoln Center campus will be announced in the coming months.
As a champion of contemporary art and a creative cornerstone of New York City, MoMA is joining forces with visionary artist Yoko Ono to deliver a special installation. This new project, inspired by Ono’s work PEACE is POWER commissioned by MoMA in 2019, will invite travelers to engage with the depth and urgency of her voice.
The American Museum of Natural History will present a lively tapestry of images from its halls, from familiar faces like the museum’s Tyrannosaurus rex specimen and Rapa Nui figure, to storied exhibitions such as the Hall of North American Mammals and new destinations like the Richard Gilder Center for Science, Education, and Innovation. This dynamic installation represents the museum’s research divisions and scientific collections.
The Metropolitan Museum of Art’s installation celebrates its mission to present 5,000 years of art from around the world. Images of objects from each of the museum’s 17 curatorial collections โ from The Cloisters’ beloved medieval Unicorn Tapestry to the Costume Institute’s Dior bar suit โ will welcome travelers. The colorful and energizing display will evoke New York’s status as the cultural capital of the world, and the museum’s role as a New York City institution and cultural destination.
Transforming JFK Into a World-Class Global Gateway In January 2017, the JFK Vision Plan was announced to transform JFK into the world-class airport that New Yorkers deserve. The vision plan provides a strategic framework for the Port Authority and its partners to completely redevelop, modify and expand existing facilities and infrastructure. The $9.5 billion new Terminal One broke ground in September 2022. Aโฏnew $4.2 billion Terminal 6, which will connect seamlessly with Terminal 5 to create an anchor terminal on the airport’s north side, broke ground in February 2023. Theโฏ$1.5 billion expansion of Terminal 4, led by Delta Air Lines and JFK International Air Terminal (JFKIAT), is substantially complete. Additionally, theโฏ$400 million expansion of Terminal 8, led by American Airlines, which operates the terminal, was completed in November 2022.
All of the privately financed terminal projects combined with the Port Authority’sโฏroadway, parking and infrastructure projects represent a $19 billion transformation of JFK and an extraordinary series of public-private partnerships. The Port Authority’s capital investment of $3.9 billion is leveraging private investment at a rate of nearly four to one when taking into account the full private investment of more than $15 billion that has been committed to the four projects comprising the full redevelopment of JFK.
About the new Terminal 6 Currently under construction, JFK’s T6 is being developed in two phases, with the first six gates opening in 2026 and construction completion expected by 2028. Over a dozen domestic and international airlines will operate from the new terminal, including ANA, Avianca, Cathay Pacific, JetBlue, Lufthansa and SWISS. The new terminal will include:
10 gates, of which nine will accommodate widebody aircraft
State-of-the-art automated baggage system, customs/border control facilities, and the latest TSA screening technologies
One of the longest departures curbs at JFK, with airline-branded passenger drop-off zones

The former flagship of Lufthansa, the Lockheed 1649A Starliner (known as the Super Star by Lufthansa), is once again shining in its former glory. This aviation icon of the past now sports the classic look of the 1950s. In recent weeks, the aircraft received a complete new paint job at Mรผnster/Osnabrรผck Airport. The work was carried out by Altitude Paint Services (APS), with Hamburg-based manufacturer Mankiewicz generously providing around 500 liters of special paint free of charge.
One of the major challenges was painting the legendary parabolas โ a central element of Lufthansaโs historical design. The repainting was based on historical documents from the company archive and the detailed paint plan developed by the Graphics Solutions department at Lufthansa Technik in Hamburg.
As early as next week, the Super Star will be transported by heavy-duty vehicle to Frankfurt Airport. Just in time for the 100th anniversary of the original Lufthansa’s founding, it will become, starting in spring 2026, the main attraction of the Lufthansa Groupโs new conference and visitor centerโtogether with the legendary Junkers Ju 52 D-AQUI.
About the Super Star: In 1957, the Lockheed Super Star joined the Lufthansa fleet and was the first aircraft to feature the exclusive “Senator Class” of travel. Its main route was the nonstop transatlantic connection to New York. Technologically, the aircraft was also a masterpiece.
With its four piston engines, it marked the end of the era of classic propeller aircraft. These flights, lasting up to 17 hours, departed from Hamburg, where the maintenance base was also located. The Super Star is 35.42 meters long, has a wingspan of 45.18 meters, and stands 7.12 meters tall.
