DOT announces a tentative decision to allow Delta Air Lines to keep the Seattle-Tokyo Haneda route (with stipulations), Hawaiian Airlines strongly reacts

The U.S. Department of Transportation (DOT) (Washington) has issued this tentative decision to allow Delta Air Lines (Atlanta) to retain the Seattle/Tacoma – Tokyo Haneda route provided the carrier operates daily, year-round service on the route. Here is the full statement:

The U.S. Department of Transportation (DOT) on March 27 proposed to permit Delta Air Lines to retain its authority to provide daily service between Seattle, Washington and Tokyoโ€™s downtown Haneda Airport, but subject to additional conditions designed to ensure that Delta maintains a daily service in the Seattle market year-round.

DOT initiated this proceeding in late 2014 after it learned that Delta planned extensive winter season cutbacks for its Seattle-Haneda service. Instead of the daily service it had proposed in winning the route in a 2013 selection proceeding conducted by DOT, Delta would operate the service for approximately only one week every 90 days between October 2014 and late March 2015. American Airlines and Hawaiian Airlines, citing Deltaโ€™s failure to serve the route as it had proposed, each proposed to replace Delta and committed to operating daily flights from Tokyoโ€™s Haneda Airport to Los Angeles and Kona, Hawaii, respectively.

In consideration of Deltaโ€™s recommitment to year-round daily service, DOT tentatively determined that it was in the public interest to permit Delta to retain the Seattle-Haneda route. However, any failure by Delta (absent DOT authorization) to operate any Seattle-Haneda flight, year-round, in either direction, would constitute a violation of its authority. Additionally, any failure by Delta (absent DOT authorization) to perform Seattle-Haneda service on two days of any seven-day period would mean the immediate loss of Deltaโ€™s authority.

DOT selected American Airlinesโ€™ proposal to provide Los Angeles-Haneda service as a backup should Delta fail to meet its requirements in serving the Seattle market.

Objections to the tentative decision are due by April 6, 2015. If objections are filed, answers to objections will be due April 13, 2015.

“Delta thanks the U.S. Department of Transportation for its tentative decision to allow the airline to continue its service between Seattle and Haneda Airport in Tokyo. After an extensive review, the DOT concluded that Delta’s Seattle-Haneda service provides the best public use of the available slot pair between the U.S. and Haneda Airport. Earlier this month, Delta resumed its nonstop service between Seattle and Haneda after a temporary seasonal suspension. Delta will operate year-round, nonstop flights between Seattle and Haneda as we continue to grow Delta’s international gateway at Seattle-Tacoma International Airport.”

Meanwhile Mark Dunkerley, President and CEO of Hawaiian Airlines (Honolulu), issued this strong response to the tentative DOT decision for Delta to keep the Tokyo Haneda slots:

The tentative decision issued by the U.S. Department of Transportation on March 27 to allow Delta Air Lines to retain the valuable right to fly from Tokyo’s Haneda International Airport for largely unused service to Seattle is tremendously disappointing. We are further disappointed that the U.S. DOT has determined that should Delta’s planned service continue to fail, the Haneda slots will be assigned to American Airlines.

Hawaiian is the only airline to have operated Haneda service continuously and successfully since the slot rights were granted. Our proposal provided more seats and would have resulted in more travelers flying between Japan and the United States than either Delta’s or American’s proposal. Kona is the largest unserved market in this proceeding, and Hawaiian’s proposed route would have generated more economic benefit than that offered by either Delta or American. None of these facts are in dispute by the DOT.

Sadly, by dismissing Hawaiian’s proposed Kona route as just simply being additive to the routes already serving Hawaii, the DOT has once more failed to appreciate the geography of the 50th state. Kona and Honolulu are separate markets, separate communities and indeed are located on separate islands. The tentative ruling also reveals a long-held institutional bias among decision makers favoring the interests of U.S. business travelers over those of U.S. travel-related businesses and travelers in general.

Hawaiian will be considering its next steps in this proceeding in the coming days.

Asiana Airlines to launch a second budget airline, tentatively named “Seoul Air”

Asiana Airlines (Seoul-Incheon) according to the The Korea Herald is planning to launch a second budget airline, tentatively named “Seoul Air”. The new entity would take over the short, less profitable international routes the main carrier now flies with narrow body aircraft.

Air Canada to operate the new Boeing 787-9 from Toronto to Tokyo Haneda

Air Canada 787 International Business Cabin 1 (Air Canada)(LRW)

Air Canada (Montreal) is planning to operate the new Boeing 787-9 Dreamliner daily on the Toronto (Pearson) – Tokyo (Haneda) route starting on December 1. The new type will replace existing Boeing 777-200 LR equipment.

JAL to expand Wi-Fi service on its Boeing 767-300 ERs and 787-8 Dreamliners

Japan Airlines-JAL (Tokyo) has been introducing its in-flight Wi-Fi service since July 2012 with its Boeing 777-300 ERs. The airline will start to include Boeing 767-300 ERs and Boeing 787-8 Dreamliners to introducing its ย JAL SKY Wi-Fi service on more Europe, North America and long-haul Asia routes from March 3, 2015.

Under the theme of โ€œEmbrace new Challenges,โ€ JAL is striving to introduce more innovative products and services to its customers.

From March 2015, JAL SKY Wi-Fi, in-flight internet service (paid service) will be expanded on both international and domestic routes. JAL will support onboard passengers to have seamless connectivity in the air just as they can on the ground.

Starting April 2015, JAL will provide customers with the latest Hollywood and Japanese movies and series of TV dramas on international routes. Well-received SKY MANGA will be available on the airlineโ€™s Boeing 787s in both Japanese and English in order to introducing the culture of Japanese manga.

On JAL domestic routes, Wi-Fi video service will be increased to 10 programs, and these free programs are available for watching through your own wireless LAN capable devices.

Will the Skymark reorganization pick the ANA proposal or AirAsia?

ANA (All Nippon Airways) today (February 23) submitted a bid to sponsor the reorganization of Skymark Airlines (Tokyo-Haneda). Today was the deadline set by Skymark’s financial adviser for any airline companies to submit any proposals to rescue the troubled airline according to ZipanguFlyer. In essence, ANA wants to reorganize Skymark as a feeder for ANA. A competing previous bid by AirAsia (Kuala Lumpur) would keep Skymark independent and would allow it grow its presence in Japan. Which way will Skymark and the court go?

Peach to build a third hub at Tokyo Narita

Peach Aviation (Osaka-Kansai) has designated Tokyo (Narita) as its third hub after Osaka (Kansai) and Okinawa (Naha) according to ZipanguFlyer. The carrier will launch two new routes from Narita to Fukuoka and Sapporo (New Chitose) on March 29.

Skymark Airlines operates its last Airbus A330 revenue flight

Skymark Airlines (Tokyo-Haneda) yesterday (January 31) operated its last Airbus A330-300 revenue flight. According to ZipanguFlyer, the last revenue flight from Tokyo (Haneda) was flight BC 727 to Sapporo (New Chitose) operated with Airbus A330-343 JA330D. The final flight was the return leg, flight BC 730 back to Tokyo (Haneda), arriving back at 2236 local time.

Skymark Airlines to file for bankruptcy protection and reorganization

Skymark Airlines (Tokyo-Haneda) according to ZipangFlyer willย reportedly file for bankruptcy protection in the Tokyo District Court, after an emergency board meeting was held today (January 28). Investment fund Integral Corporation will reportedly finance and help Japan’s third largest carrier continue operations.

Skymark Airlines had grand ambitions and recently added Airbus A330-300s and even had Airbus A380s on order. Did they expand too fast? Can they successfully reorganize? What will the new Skymark look like?

Ethiopian Airlines to start Tokyo service on April 20, expands its partnership with Air India

Ethiopian Airlines (Addis Ababa) has announced it will start Boeing 787-8 Dreamliner service three days a week to Tokyo (Narita) starting on April 20ย in codeshare partnership with fellow Star Alliance member, ANA-All Nippon Airways (Tokyo).

The new route will be operated through Hong Kong.

In other news,ย Ethiopian Airlines and Air India (Delhi) have expanded their codeshare coverage.

Ethiopian operates daily flights to both Mumbai and Delhi. The two Star Alliance member carriers, which have already a codeshare in place for the Mumbai and Delhi routes, have expanded their agreement to include African points on Ethiopian operated network thru its main hub in Addis Ababa, such as Kigali, Entebbe, Dar es Salaam, Harare and Nairobi, and on Air Indiaโ€™s domestic routes beyond Mumbai and Delhi with the inclusion of Chennai, Hyderabad, Ahmedabad and Bangalore.

Ethiopian is planning to significantly scale-up its footprint in the Indian market with the start of double-daily flights and the opening of a new route in Southern India in 2015.

Ethiopian is a global Pan-African carrier currently serving 84 international destinations across five continents with over 200 daily flights and using the latest technology aircraft such as the Boeing 777s and Boeing 787s.
